There are no UAV rules in Ethiopia. There are conflicting reports if you can bring your UAV into Ethiopia.

Some people told us that you have to buy a permit when you cross the border for USD 1,000,- (EURO 875,-)

That's a lot of money for a permit.

Ask for information at the Ethiopian Civil Aviation Authority.

We send a email on februari 5th, 2019, until today we did not received any answer from them.
